Healthcare Resources and HRT for the Transgender Community in Hawaii and Idaho

Hi Everyone,

This has become a very challenging time for almost all Americans and especially for the LGBTQ+ community.  While we work to meet these challenges and support each other it is import to make sure we take care of our own health.  We are updating our #WellnessWednesday posts to document sites that are still compassionately offering Gender-affirming health services.  We are doing this work by states in alphabetical order.  This week we are summarizing the legal picture and health care resources for Hawaii and Idaho.

Hawaii  Health care for transgender people in Hawaii is protected by state law.  The Hawaii State Legislature passed the The Gender Affirming Treatment Act (GATA), Senate Bill 1150, which expands protections for and ensures access to gender-affirming care for youth and adults.

Senate Bill 1150 was approved on February 12 2025 due in part to the Hawaii Senate Health and Human Services Committee, chaired by Senator Joy San Buenaventura, and the Commerce and Consumer Protection Committee, chaired by Senator Jarrett Keohokalole.

This bill comes with amendments from those Senate committees. The bill affirms that patients, doctors and parents have control over medical care without any interference from other states.

Idaho  The news for gender-affirming care in Idaho is frankly bad.  Transgender healthcare, particularly for youth, faces significant legal challenges. A law passed in 2023 prohibits gender-affirming medical care for minors, including puberty blockers, hormone therapy, and surgeries. This law has been upheld by the state legislature and has been the subject of ongoing legal challenges. Additionally, Idaho has a policy prohibiting the use of public funds for gender-affirming care for individuals of any age. 

Legal restrictions include:

HB 71 which criminalizes the provision of gender-affirming medical care to individuals under 18, including puberty blockers, hormone therapy, and surgery. The American Civil Liberties Union (ACLU) has described it as a ban on gender-affirming care. 

HB 668: which prevents public funds, including those from Medicaid and government employee insurance, from covering gender-affirming care for any age group.

There are legal consequences for  medical professionals who provide gender-affirming care to minors in violation of HB 71.  Providers can face felony charges and potential prison time, according to the American Progress.  Additionally the limits on the use of public funds for gender-affirming medical care results in a financial barrier for many.

Some Idahoans may need to travel to other states to access gender-affirming care.

This week we are covering Hawaii and Idaho resources for Transgender, Non-Binary, and Gender Non-Conforming Care.

Many resources are, to their credit,  creating  comfortable places for routine and proactive health maintenance as well as interventionary health care.  We will try to highlight what is offered in each case.

Hawaii

Malama I Ke Ola Health Care Center (WebsiteGender Affirming Care, FBmalamaikeolamaui, IG#malamaikeolahealthcenter)

Services offered include Hormone therapy, primary and preventative care, referrals to surgeons, support letter to change gender markers, HIV prevention and treatment/STI testing and treatment, and mental health services.  There is also a Dental service associated with the health care center.

Payment Options:  Malama I Ke Ola Health Care Center has a sliding fee/ discount program available based on income, click the previous link for more info.

Malama I Ke Ola Health Care Center is located only in Wailuku, but Malama I Ke Ola may offer telehealth call to inquire.

 No age limitation is specified, check with the provider for age limitations on specific services.

 

Kaiser Permanente (WebstieGender-Affirming Care, FBKaiser Permanente, IG@kaiserpermanente)

Kaiser Permanente offers a broad range of primary and preventative health care, gender affirming hormone therapy, surgical evaluations and procedures, sexual health care including STI and HIV testing, prevention  and treatment.

Payment Options: Kaiser Permanente has medical financial assistance programs.

Kaiser Permanente serves children, adolescents and adults.

QueerDoc offers queer and gender diverse affirming medical care online.  QueerDoc offers hormone therapy, puberty blockers, PrEP, STI screening, contraception, medical and surgical referrals and gender marker change consultation. – ALL ONLINE via TELEHEALTH.  Set up a free 15 minute consultation by pushing the Request Appointment button.

Payment Options: Q-Med operates on a subscription payment plan andare posted on the website, follow the link to subscription rates.

Since QueerDoc is a telehealth service, QueerDoc serves ALL of Hawaii.

Planned Parenthood of Hawaii has (2) Health Centers that belong to one organization, Planned Parenthood of the Great Northwest and Hawaiin Islands, PPGNHI (WebsitePPGNHI, FBPPGNHIAK, IG@ppgnhi) which offers Gender-Affirming Care

The Health Centers are Honolulu Health Center located in Honolulu as well as Kahului Health Center and Hawaii Vitural Health Center located in Kahului.

All health centers offer sexual and reproductive health including testing, treatement and prevention for STD/HIV as well as general health care and men’s and women’s health care.

Payment Options:  Many PP Health Centers accept insurance and offer financial help, check with the center for details 

The service is intended for adults 18+, but some PP Health Centers offer service to patients 16 to 17  andyou may be able to get HRT with parental consent and additional paperwork, check with the Health Center. 

 

Hawaii VA

We are no longer recommending VA clinics as a safe space for the LGBTQ+ community

 

Idaho

Full Circle Health (WebsiteTransgender Clinic, FBFull Circle Health, IG@fullcirclehealth.idaho).

The clinic provides services to adults and children (ages 9-17) who identify as transgender, male to female, female to male, intersex, and those in between.  Gender-affirming hormone therapy and primary care is available,

Payment Options:  Full Circle Health accepts many insurances plans and they have a sliding scale available for patients who qualify, click the link for information.

There are many Full Circle Health clinic spread across Boise, Nampa, Meridian, Kuna and Caudwell, click the link for locations and telehealth and pharmacy services are available

Services are available for adults and children (ages 9-17), some services may have age restrictions contact Full Circle Health for details.

True U Clinic offers gender-affirming hormone therapy, PrEP and STD testing and treatment.

True U Clinic is a digital service that partners with local labs for testing.

Services are for 18+ adults.

 

Davies Family Medicine (WebsiteTransgender Medicine, FBAshley Davis Family Medicine, IG – none found).

Davies Family Medicine provide family medicine including wellness exams for babies to adults and specifically for LGBTQ+ clients gender-affirming hormone therapy, trans-affirmative gynecologic care, and STD diagnosis and treatment.

Payment Options: none stated on the website contact the provider for details.

Davies Family Medicine is located in Boise

Services appear to be pediatric (babies, children, youth) to adults, but check with the practice about age limits on specific services since these are not obvious.

 

Planned Parenthood of Idaho  has (2) Health Centers that belong to one organization, Planned Parenthood of the Great Northwest and Hawaiin Islands, PPGNHI (WebsitePPGNHI, FBPPGNHAIK, IG@ppgnhi) which offers Gender-Affirming Care.

PPGNHI has additionally compiled a document titled Idaho Gender-Affirming Care Resources which contains many surgical and other gender-affirming resources in Idaho.

The Health Centers are Meridian Health Center located in Meridian and Idaho Virtual Health Care Center of PPGNHAIR..  All health centers offer sexual and reproductive health including testing, treatement and prevention for STD/HIV as well as general health care and men’s and women’s health care.

Payment Options:  Many PP Health Centers accept insurance and offer financial help, check with the center for details 

The service is intended for adults 18+, but some PP Health Centers offer service to patients 16 to 17 (although this seems unlikely given Idaho state law)  and you may be able to get HRT with parental consent and additional paperwork, check with the Health Center.

 

Idaho VA
